"come" commands

I have a jrt that is a little less than a year old. She loves to run to the neighbors and does not obey when told to come back. She responds very well to positive command (if I shake her dog biscuits at the door step) and very poorly to negative commands (rolled up newspaper). What would be the best method to use or should she just never be allowed outside without a leash if she doesn't obey "Come" (local trainers suggestion)?
