Question:

: I have a jrt that is a little less than a year old. She loves to run to the neighbors and does not obey when told to come back. She responds very well to positive command (if I shake her dog biscuits at the door step) and very poorly to negative commands (rolled up newspaper). What would be the best method to use or should she just never be allowed outside without a leash if she doesn't obey "Come" (local trainers suggestion)?

I agree with the local dog trainer, and if you can't control your dog you need to keep it on a leash. You may want to take class from this trainer and learn how to get him to come but this will take a lot of hard work on your part. This is why we recommend having a fenced yard and then your dog can get all the exercise it needs in the safety of his own yard.
