vet refuses to dock tails

Question:

My veterinarian of twelve years who has always docked my terriers' tails has recently adopted a policy of no tail docking, dew claws or ear cropping for all breeds.
He says tail docking is not allowed in England and will be the wave of the future here soon. What is JRTCA's policy and are they discussing this problem for the future?
