One JRT urinating on the other one

Question:

I know I've seen something on this, but I couldn't find it in the archives.

My 5 year old JRT has started peeing on his 9 month old sister. I think the older (male) is trying to mark where the younger (girl) has gone, but I've never seen this before. Any thoughts or advice? The little one is getting hesitate to go out with her brother. Thank you.
