I have cleaned it out with alcohol, with an ear wax removal system. When I use q-tios, a thick brown wax comes out. He is constantly scraching at it. Any ideas?

First of all you shouldn't use Alcohol to clean the ears, this may do further damage to the ear, instead use an ear cleaner that is made for dogs ears.

I would take your dog to the Vet and have him checked for Mites, the thick brown goo is usually a good sign.
