Have you tried obedience classe or using a trainer, dogs normally don't do this without a reason. I would suggest that you find a Trainer that can help you with this problem, this isn't something that we can readly correct on a message board and needs to be dealt with in person.
Your really didn't give me much information to go on here, so finding a trainer is your best bet, ask your Vet for help with both Obedience classes and finding a good Trainer.
