He's young yet, so you have to be patient. Outside is full of new smells and experiences right now because of the great weather, and it's really hard for a puppy to resist. I would refrain from working on commands outdoors for a few weeks. You don't want to set him up for failure. Continue reinforcing the commands indoors.
