Black short hair JRT

Question:

A new neighbor has just moved in, they have a JRT that is black and tan (much like a dachshound). They insist it is only one of a few in the USA, a very rare breed. Looks like a JRT/Dachsy mutt to me. I'm keeping my mouth shut until I hear more from those that may know.
