Walking 13 wk pup w/ 2 series of vaccination

Question:

My 13 wk old female JRT pup loves going out on walks with me. I try to play with her in the house most of the time (fetch and catch type) and she loves running around the house (supervised, of course). I am aware that JRTs need a lot of exercise, and I have recently started walking her for about 1 hrs every afternoon, after her last meal (6pm).

She has had 2 series of vaccinations & her next is still in 2 1/2 weeks. I have read from previous posts that it is not wise to walk pups not fully vaccinated. Am I being irresponsible? I make sure she doesn't walk/smell over other dogs poops, and if I encounter other dogs, I keep her at bay. Also, I have been avoiding pet shops & dog parks in the meantime. She loves her exercise, and I don't want to give this up coz she gets antsy in the house if we don't walk.
