papers on my jack russell

Question:

my husband bought me a jr the person says the mother is papered and the father is but the fathers owners cant seem to find there papers can i still paper mine? also she doesnt want to listen while she is outside its like if she has selective hearing. what to do? she gets her nose to ground and doesnt care.
