deaf and broken tail 6mo female

Question:

I adopted a 6mo JRT

she seems deaf or distracted...responds to some things
but not her name.

also has a broke or defective tail...I like the lenght and hope not to have it cut off...is it something that can be corrected or something to just live with.

I can e-mail photo upon request...that shows the break

any ideas appreciated
