You can have your terrier BAER tested to determine whether she is deaf or not, and to what extent, if she is. Your vet should be able to recommend someone to do this test. Your vet can also determine whether or not the tail is a problem. Without seeing the dog, and knowing how she is effected by this possible break, it would be impossible to give advice.
