Hi Brendan,
With a terrier, digging is normal. Your parents need to expect that sometimes, it's just going to happen. If he is truly *constantly* digging, that tells a lot about his environment. He needs to be better supervised and have more human interaction. If he's playing with his people, he won't be digging. My dogs never dig when I am outside.
