I would stongly suggest that you find a trainer in your area that can help you with this problem. Obedience classes would help also so that you can learn to control your dog in this type of situation but putting your dog in a sit stay or down stay when this happens.
If your dog is obedience trained, you will have more control over her problems and working with a trainer is your best option.
