jrt hates to be touched with anything but hands

Question:

i have had a jrt since he was 8 weeks old.he is now 10 months old.he is extremly well socialized around both people and other dogs.the problem is not only will he not be brushed,he will not tolerate even being touched with a towel or cloth at any time.
