swollen breasts

Question:

Our dog was in season three monthes ago, we have not bred her and she is not pregnant. Over the last three days her breasts have gotten large, there is liquid coming from some of them and she is whining a lot, she is also making nests in funny places. She turned a year old in February, she has been in season twice. What is wrong with her?
