Picture Sam as a 4 month old human baby...what do babies do at that age? They cry. Sam is just a baby. He may be crying because he needs to eliminate. If you have ruled that possibility out you might try what I suggest below.

I don't know where you are keeping Sam but you might want to try bringing his crate into your bedroom and next to your bed.

That way when he starts to cry you can slip your hand down near him and that usually will quiet them down.

Or you can do what hundreds of others have done and let him sleep with you.

Puppies are just like babies. Are you patient with a human baby? Then Sam deserves equal patience, puppyhood is soon left behind and there will come a day you will look wistfully back when he was just a little guy.
