out of control

I've got an 11 week old JRT, Max, and he sometimes just becomes crazy. 90% of the time he's really good-quite plays nice sleeps,etc. We don't let him lick or nip at our face hands clothes,etc. When he does we try to ignore him and if it gets bad we'll push him away say no & give him one of his toys. a couple times though, he just kept coming back, bitting harder and growling. It was like he was a different puppy. What should I do when he's like that? Any suggestions would be much appreciated, thanks.
