I would suggest taking the JRT profiler here on the site to see if your situation at home is ideal for having a JRT.

As far as the Rat Terrier, none of us here have any nor do we have any information regarding them.

You're best bet is to use a search engine to pull up Rat Terrier information available on the web. You might also want to visit the UKC site as they do recognize the Rat Terrier as a breed and would probably have information regarding a breed club.
