skin infection

please advice what is the classic sympton of demodectic mange? my puppy has recurrent inflammation on the tail only, each time about 2 scabs with the tail appearing red. the scabs then turned brownish before dropping off without obvious hairloss. given cream to apply and to observe if due to grass allergy, but the second time it occured after a month, there was no prior grass contact.
