jrt is nipping at the air

Question:

A male 3 year old JRT had fleas. They are now gone but the dog continues to nip at the air around him as if he is catching flying bugs. The Vet had put him on Benadryl which was not much help. He thinks it could be an allergy. Have you ever heard of this before? If so, any advice would be appreciated. Thanks!
