Off leash training

Question:

I have a 12-week-old Jack Russell puppy that I am trying to teach to walk off the leash. I live in apartments where there is traffic, as well as a busy street nearby. He does very well in a large open area, but at home (apartments) he runs away from me to explore and will not listen to me. I'm afraid he might get hurt. Do you have any suggestions?
