My female JRT is a couch Potato!

My female JRT of just over 2 years of age is a real couch potato. She loves compfort and seems to dislike it when I want to take her for walks. Today I got a block away from my house and she layed down in the middle of the street. I could tell she didn't want to go any further. There are some small children that she doesn't like and when she hears their voices she runs in the other direction. The children mean well, but they're excitable and my dog doesn't like it. My JRT is also very spoiled and loves the compfort of the sofa or bed. Will she ever get over this hangup of not liking walks?
