Hi Lia,
I don't think you read quite far enough, and it actually states that a Terrier without papers can be recorded, if it is Spayed and/or Neutered. If it isn't spayed or neutered then it can not be Recorded. So in this case it is not a question of breeding Mixes.

No breeder that is worth his/her salt would ever consider breeding a dog without a pedigree. A pedigree is like a road map, and without one you will get lost, in your breeding program. You have to remember that everything is inherited and without a pedigree on this dog and careful research into the pedigree, you will get lost.
