hernia affect housebreaking?

Question:

Our five month old female, Kirby, is giving us fits with housebreaking. We have had her since she was 12 weeks old and she has been on a very consistent feeding schedule. It's as if she doesn't have the ability to hold it. She just feels the urge and goes regardless of where she is; in the house, the crate or outside. She doesn't give us any signals that she needs to go. Sometimes when it seems like we are making a little progess, it also seems like I am just anticipating when she needs to go and taking her out more frequently so she doesn't go on my carpet. I feel like I am the one being trained!!!
My question is, the breeder said that Kirby had an inguinal hernia when she was a very young pup, although she shows no signs of it now. Could this be affecting her housebreaking? She is set to be spayed next month and the vet was going to check about the hernia at that time. Will things likely improve after that?
