Owner aggression

I have a new jack russell (female, 15 weeks old). She plays with me, scratches on my leg to be picked up when she wants to take a nap, and sleeps on my head at night. However, every time I approach her, to put on a leash or pick her up (when she doesn't want to be picked up), she backs away from me. It is a nightmare to put a leash on her or take it off. And of course she doesn't come when called like she should at this point. I am worried because my 3 yr. old male is so friendly, and loves to be picked up, put on a leash, etc. I was wondering if maybe approaching her was a signal of aggression from me to her. Will she grow out of this? Thank you for your consideration.
