Fence Jumper

Hello,

I have a 1 1/2 year old female (spayed) JRT. She has been able to jump over our standard fence since she was just a puppy. I have had her on a tie-out for the last two years, is this the only answer to this problem? I have tried corrective action by waiting for her to do it, catching her and punishing the act, but this does not seem to work. I feel bad having her on a tie-out all the time, but I fear I have no choice. We also have a two-year old Yellow Lab who likes to play with her but can only have the 20 feet she is allowed.

Any suggestions?
