Lactating Non-Pregnant 17 month old

Question:

Is it common for a 17 month old female to lactate even if she is past her heat cycle and definitely not pregnant? She doesn't seem to know what to do. She almost seems a little ashamed or something. Is this normal or something that I should have investigated with my vet?
