hard to house break dogs

I have two pups. 6 and 5 mo. old. the 6 mo. old is a male and I have tried the sprays, kennel, papper and the walks outside for up to almost two hours. some times he does good and potties outside only. most of the time though he seems to save a little for in the house. Now the 5. mo. old has started it the last week. She was house broke. could he be the one that is setting her back or could I do something different. All of the above is what mey vet told me to try. I feel lost. Please try to help me. I want so much to get it right and I feel lost.
