Hi Catherine,
The Jack Russell is a breed that is bred to bark, this is a working Terrier. This is just the nature of this breed and with Condos and apartments being so close they can and will disturbe the neighbors.

This is also a breed that needs a great deal of execise and most of the problems that we see on this board can be directly related to under exercised dog. A couple of walks a day isn't enough for this breed they need a yard, where they can romp and tootle around to be good pets.
