unneutered JR

My 11 month old Jack Russell terrier who is unneutered for breeding has discovered our female unspayed dog. She won't let him near her thankfully. He will whine all day and all night. He is not eating either. The newest concern is that he is peeing "secretly" all over the house! Sometimes right in front of us. He was a sweet and well behaved dog until his hormones kicked in. I know that unneutered dogs are hard to handle but is there a way to gain some control? Also today he "leaked" all over the house, I don't know what it was but he would leave drips and puddles all over...is this still part of the hormones?
