I have certainly had this problem. My terrier, Gritty, had a bad condition that affected his front legs. It sounds like you need to see a vet who will tell you what is wrong. Don't try to treat the dog on your own, whatever you do. Get him medical attention. There are probably hundreds of possibilities, and only your vet can narrow the problem down.
