Registering through tattoos??????

Question:

We purchased our dog at the pound and believe she may already be registered; we lost her papers. Is there anyway she can be registered through her tattoo? All we have is the breaders name.
P.S. This is the best forum I have ever seen; I have recieved many satisfactory results.
