Running away

Question:

My 8 month JRT is very intellegent. I taught him how to sit, stay, and come. But when he gets loose outside my fence, he goes crazy. He doesn't listen, I tried calling his name and telling him to come, I have to chase him. I'm thinking about neutering him. Is that a good idea?
