Hi Brenda,
There is not a common cause related to Jack Russells. This sounds like it may be a contact or a food allergy, but just guessing here. I will tell you that I am having itchie problems for the first time in 18 years of having this breed, and my Vet says that she is seeing more skin problems than ever due to the heat and the dry weather.
