Heat and Breeding

How often do female JRTs go into heat? Mine is 1 1/2 years old and has had one cycle in that time at age 1(swelling and bleeding period). I thought they cycled twice a year and was expecting another period, but have not seen one yet. Will she cycle again when she is 2, or should I see a vet?
Also, can she only be impregnated when she is in this cycle, or can it happen anytime?
