No this is not hopeless, it sounds to me that your terrier is lacking in socialization. Socialization with this breed is a must and should be started as a young pup and continue into adulthood. I would first recommend getting you and your terrier enrolled in a group obedience class where your dog will learn to interact with other people and dogs in a controlled environment. You can also talk with the trainer about this problem you are having at home and they should be able to help you out.
