1 year old JRT not potty trained

This guy was giving away a full breed JRT so we went over an got him. His name is Charlie an just as cute as can be. I take him out about every 2 to 3 hours to go potty an he will pee outside but has only pooped 1 time out of the 2 weeks we have had him. He will poop in the house all day. I take the poop an take it outside to the same place an then take him outside an show it to him an let him sniff an walk around for awhile. He will pee sometimes in the house as well. The people that had him before i am begining to think just let him stay outside almost all day so he was never really housetrained. He knows he does wrong cause when i find it he will run an put his ears down. Any advice on how i can get him to go outside. The guy said that his mom was making him get rid of him cause they just bought a new house an had new carpet, so i am thinking this guy knew about this before an just didn't tell us incase we didn't want to take him because of it. His grandfather an uncle raises JRT. So will it take longer cause he is 1 an use to being outside all the time. I am home with him all day right now, but when i start work i won't be.
