coat on JRT'S

Question:

My husband and I have been looking into getting a JRT. His sister has a what they call a wire-hair JRT. I would like to know if a rough coat JRT is the same thing as wire? We know we don't want a smooth, because of my allergies. Also, we want one that stays small is there a difference in that too? Thank you
