Mary -

Yes, many breeders give regular shots to their puppies prior to selling them. This is a cost saving measure as it can be expensive (and time consuming) to get the series of regular shots for an entire litter. I'm not sure if there is anyway to verify this other than visiting the breeder on the day he/she is giving shots to the puppies. You can explain you are interested in all aspects of breeding and would be interested to know more about it.

I would ask your vet if there is any medical way to determine if shots had been given to a dog. I am not aware of any.
