I'm not sure if you're asking about the buried wire type of "fence", or a hot wire used in addition to a normal chain-link, wood, or wire fence. Please read the FAQ link for some opinions about them.

Jacks are very clever and diligent about either scaling a fence, or digging under. It would be heart-breaking to find your JRT missing, so go over-board on security. Thanks for your question.
