The first thing you should do is get her checked out by a vet if you haven't already. At this age she should be totally housebroken if she is getting enough potty times.

She could have a medical condition like a bladder infection that would make her soil indoors.

Have that checked out first, if she's okay then it's never too late to crate train.

I suggest you get a copy of the housebreaking book by Shirlee Kalstone that we recommend.
