Clean the area with an enzymatic cleaner like Nature's Miracle or Simple Solution. These can be found at pet specialty stores. Just plain household cleaners will just mask the odor, you might not be able to smell the urine but your dog still will. You have to be vigiliant in watching your terrier while he is loose in the house, in order to catch him at it and correct him. You might also want to increase the number of times he's given potty breaks. If his bladder is empty it's harder to mark anything. Neutering an intact male can lessen the frequency of marking.
