We had the same problems with our Jack Russells (they were able to squeeze thru a slats in our wooden fence when they were small). I used a good quality chicken wire (green, coated) on the bottom of the fence. I was able to attach it with a staple gun but you would have a problem with this solution due to the wrought iron fence.

A different solution would be the electronic fencing that you mention. When used in conjunction with a physical fence, they can be quite effective. The physical fence will be a visual indicator to her and will also deter other dogs from entering your yard. The electronic fence should keep your terrier within your yard.
