This type of urination (including submissive)is the hardest to correct and you might not totally eliminate the problem.
The worst thing to do is punish the dog, it will only make the matter worse.
Everything needs to be done in a low key manner. When you come home don't give him hearty greetings. Come in, and go about your business for about 10 minutes or so and then deal with him. When you do don't get excited, because if you do, he will or he will get even more excited.
One of the best things you can do is if you have a fenced in yard is as you come in, let him go out and do his business.
Always downplay your homecoming and if you know company is coming, crate your dog ahead of time. Let you company come in and get settled before letting your dog out. Then your company should treat the dog matter of factly and not make a big deal.
Lots of young dogs will out-grow this behavior, some don't but you can lessen the degree of severity if you continue to make things low-key.
