Fear of vaccum/cleaning

I have a 1 1/2 year old female jack russell terrier. She is a great dog but very needy and has a complete anxiety attack when I start to clean the house! She runs to the backdoor to go outside or wants to be picked up and starts shaking as soon as I get out the cleaning supplies or the vaccum...she is making me crazy and is not crate trained so putting her in her crate is not an option. Why does she behave this way and what can I do about it? Any help would be greatly appreciated! Thank you.
