house training my 3yr old jrt

Question:

I aquired my jrt when she was 2 1/2 yrs old. I've had her about 8 months. We still can not get her to go outside. I take her out and all she does is roam the yard. I wondered if there is any way to house break her. I've heard that at her age she can never be broken? Please help!!! my husband and I love her terribly and we have tried everything!
