How can I give my dog a better life?

Hi, My JRT is 3 years old. I love my dog very much and I am good to him, But we have a 10 month old baby and my dog is very jealous. He has snapped at my daughter a few times and constantly urinates in my home. I try to be patient and spend more time with him, but most of the time he ends up outside being dissaplined. I want to know how i can find him a good home with owners who will love him and give him the time and attention that he needs. He is so fun and sweet, and would be your buddy to the end. I need help, I don't know where to turn.
