abused jrt

Question:

I recently rescued a female jrt. She is 9 months old.And apparently she was abused. I am trying to obediance train her. Even though I am gentle she sometimes she slinks and cowers.And she constantly wants to be near me or laying on me. Will she ever get over the cowering and sliking around?
