Can Dew Claws Grow back?

I have a three-year-old male JRT who is in excellent health and whatnot. Just recently, however, I have noticed that the dew claw on his left leg (removed when he was a puppy) appears to be growing back. I did not think that this was possible, but it is not like this on his right leg. There is a definite bump on his left leg now, that I don't recall seeing before. Is it possible for the dew claws to somehow regenerate after removal?!? And if this is a possibility, will he need it removed yet again? I realize that they serve no real purpose and are removed for looks and to prevent accidental snagging. I don't really know what to do, any help you can give would be greatly appreciated.
